		<title>The African Accent: On Kenyan Men &amp; Their Sex Boycott</title>

The East African news world is a-buzz with Maendeleo Ya Wanaume, [Bungoma Branch] announcing a 30 day sex strike, in retaliation for the week-long sex ban imposed by Kenyan women last month.<br /><br />According to <a href="http://www.newvision.co.ug/D/8/13/682765">New Vision</a>, a Ugandan publication, there are 250 men endorsing the campaign. More are expected to join the ranks.<br /><br />Maendeleo Ya Wanaume was established by Mr. Nderitu Njoka. During last month's sex ban, he was quoted by <a href="http://www.nation.co.ke/News/-/1056/592456/-/u65luf/-/index.html">The Daily Nation</a> saying,<br /><br />“This is against the Bible, which calls on women to be submissive to their husbands ...”<br /><br />There were a lot of angry men in Kenya that week. Some cited an infringement of their conjugal rights while others claimed that the women's sex boycott only encouraged prostitution. 		<content type="html"><![CDATA[	<p>The <a href="http://www.nation.co.ke/News/-/1056/603932/-/ujpapw/-/">supplementary</a> budget scandal continues with reports from Marsgroup (who broke the initial scandal) that the even the &#8220;revised&#8221; budget numbers don&#8217;t add up.   Meanwhile, the House Committee has given the revised numbers a clean bill, Uhuru has taken to cracking jokes about the issue, and the usual suspects are looking for the bogeyman (read people who are out to finish Uhuru). </p>
<p>So in my two days in Nairobi I managed to score some good background gossip/story-behind-the-story info.   I love the stuff just falls into my lap there <img src='http://www.kenyanpundit.com/wp-includes/images/smilies/icon_smile.gif' alt='-)' /> </p>
<p>Apparently, this is a scam that has been going on for years by a cabal at Treasury in collusion with accounting officers at various Ministries and has little to do with Uhuru (hopefully the forensic audit that&#8217;s been ordered by the Parliament Committee will reveal that).   Basically the civil servants, many of whom have been in their positions for years, would inflate budget numbers quietly and then generate fake invoices later on to cover their tracks.  Biggest culprits are the Office of the President (according to my sources corruption central in govt) and the Ministry of Education.  </p>
<p>The story only broke because someone at Treasury is leaking this information in terms of the raw numbers and the cooking to Mwalimu Mati.   The reason for the leaks is unclear, although local papers &#38; gossip rags point to frustration among junior budget officials as a result of the re-appointment of the Director of Budget, David Ngugi after he had reached retirement age.   According to the tabloid Weekly Citizen, Ngugi boasts of being close to Kibaki ever since Kibaki&#8217;s days at Minister of Finance (I can&#8217;t even find a bio or pic of the guy!). </p>
<p>And for those wondering why MPs lack the capacity to do math, my source tells me that the budget MPs see did not contain the raw details that enabled Mars to break the story - what they see is a cooked version (not sure how true this is).  </p>
<p>In any event, I hope the story continues to grow legs and doesn&#8217;t fade into the infamous siasi ya kumalizana. </p>
<p>It does point to a really huge challenge for trying to address corruption in Kenya.   We often focus on the political leaders as the root of all evil, but as someone pointed out to me the other day in the last few years we have had a change of leaders but not a change of government - the well-oiled corruption machinery at below the PS level is still very much intact from Moi days and any new leader who really wants to address corruption in Kenya will have to tackle this monster.   Does anyone have the courage to do so? </p>

Works like a miracle because the drama queen always causes when I dont text or call back but she specializes in the same.<br /><br />Wont lie that she wasnt special to me. Wont lie that Im kinda hurting. But Ive been there be4 and know that now's the time to run!!<br /><br />Subject<br /><br />My nusu Rwandese Gal. Knew it was too early to call it and calling it would jinx it. Yup, it did! Mixed feelings coz she was getting me to do things I hadnt done in years and that scared me. Ive grown to be wary of missing someone Im not sure is missing me back. Thinking about someone Im not sure is thinking about me. Warm Tusker (er... hate that period, not wary of it).<br /><br />Body<br /><br />So she was like a few months out of a relationship. Knew there was danger but soldiered on. Had been enjoying my single life till she came and messed it all up. The biggest blessing in all this is that she had a situation where she had to make a choice and at the end of it Id know either way. Went to meet her today. My immediate former failure to reply texts and calls had elicited her rage.Thought it was a good sign. Shock on me!<br /><br />Cool and calm like a Nameless cucumber (shoshomba) she tells me that she's back with her ex. Ati she gave me many chances that I didnt take. As she started to enumerate them I cut her short and told her that when Nadal loses to Federer, last thing he wants to hear from the umpire is the reasons why he lost (in not so many words).<br /><br />Thank goodness Barca hammered ManU. The disappointments tonight would have been unbearable...<br /><br />So can I? Yup. Well back home, the less said about the longest serving Kenya’s AG the better. <br /><br />Now Wako has granted fraudulent MPs a lifeline to wax sensitive and patriotic by refusing pay hike for so-called constitutional office bearers. The whole charade leaves you wondering whether anybody holding office unconstitutionally should not be arrested. But again this is Kenya where anything goes.<br /><br />All that facade about generous pay for constitutional office holders to stop them from corruption temptation is one kite that cannot take flight no matter the intensity of the wind. Look no further, just ask one Aaron Ringera to justify his pay check besides the penchant to serially quote Shakespearean. <br /><br />In seeking obscene pay rise for judicial officials, Wako has unwittingly handed the scoundrels masquerading as leaders the plastic moral torch which they have seized with glee as a convenient cover for their hitherto selfishness.<br /><br />Wako is the singular face that captures everything wrong with Kenya. He waxes lyrical and legalistic all loaded with no sensitivity nor relevance to the Kenyan people. And the gatekeepers know him better in partnering with him to defraud us more drawing from his vast expertise in LEGAL FLEECING. <br /><br />No enemy can be ever as devastating as him who operates from within armed with all the experience to cheat any right cause.
